Weatherization
Weatherization protects a home and its interior from outside elements, reducing your home’s energy use. Learn more about weatherization here.
Up to $5,000 in EnergySmart enhanced rebates are available for energy efficiency and electrification improvements to any income-qualified resident. Rebates based on 60% of total project costs after other incentives are applied and only for measures meeting minimum thresholds. Income verification and project approval is required.

Run by Energy Outreach Colorado, the CARE program offers no-cost energy efficiency and electrification improvements (when appropriate) to qualifying households.

WAP is a federally funded program offering energy efficiency improvements at no charge to qualifying residents. To apply or learn more, Boulder County residents should contact Energy Resource Center’s Northern Colorado office.
Requirements and Qualifications: Colorado households at or below 80% Area Median Income and/or receiving LEAP, TANF, SNAP, or SSI benefits.

EnergySmart will offer trainings on DIY energy efficiency tips and techniques in both English and Spanish to residents of selected manufactured home parks in fall 2024. Dates and locations to be determined, check back to this page for updates.
Requirements and Qualifications: Program currently designed for manufactured/mobile home residents looking to increase the energy efficiency of their home.

Electrification
Homeowners can access rebates, incentives, and tax credits for upgrading to energy-efficient electric systems like heat pumps, heat pump water heaters, induction stoves, and more. Learn more about electrification here.

State tax credit available to Colorado residents who install heat pumps for space heating and cooling and water heating.
Requirements and Qualifications: Must be Energy Star certified. Air source heat pumps (ASHP) must be variable speed and split systems must be AHRI certified. Heat pumps for space heating and cooling must be designed to meet at least 80% of annual heating needs.

An upfront rebate provided to homeowners who complete an energy efficiency measure.
Requirements and Qualifications: Available to all homeowners who complete an energy efficiency upgrade. Must be income qualified.

Bill Assistance
Income-qualified residents can access several programs to help with monthly utility costs or find emergency financial aid for past-due energy bills.

Requirements and Qualifications: Available to households at or below 80% Area Median Income. Qualifying Xcel Energy electric customers may be waitlisted until there is subscription availability. Not available if you have received prior utility bill assistance from October 1 of the previous year, through September 30 of the current year.

Income qualified community solar garden subscriptions are offered by Energy Outreach Colorado and Xcel Energy in partnership with Boulder County and the City of Boulder. Enrolled qualifying residents will save on average 40-50% off the cost of electricity per year. Available at no-cost to income-qualified homeowners and renters. Receive the benefits of solar energy without needing to place solar panels on your roof.
Requirements and Qualifications: Available to households at or below 80% Area Median Income. Qualifying Xcel Energy electric customers may be waitlisted until there is subscription availability.

Emergency Heating Repairs
Emergency Heating programs provide critical heating system repairs for homeowners at no cost. Services include the replacement or repair of a furnace or boiler.

Requirements and Qualifications: At or below 60% of the Colorado median are income and have applied for the state’s LEAP program. Must pay home heating costs and proof of lawful presence is required.

Educational Resources
Resources are available to help you learn about the efficiency of your home and different billing structures from Xcel Energy.
An energy assessment illuminates how efficient your homes is and helps you to prioritize upgrades.
Requirements and Qualifications: Must own the dwelling. Sometimes restricted to single family homes, but exceptions made for multi family units.

Time of Use (TOU) rates adjust the cost of electricity throughout the day. It divides periods of the day into “On Peak”, “Mid-Peak”, and “Off-Peak” and prices are adjusted accordingly.
Requirements and Qualifications: If Xcel customers fail to opt out of time of use rates, they may be automatically enrolled.
